The Katsina State Government has revoked the licences of all private and community schools operating across the state, citing the need to enforce quality education standards and strengthen regulatory oversight.
In a circular issued on Saturday, Commissioner for Basic and Secondary Education, Zainab Musa-Musawa reveal that the ministry has notifies the public, proprietors and administrators of all private and community schools that all the previously issued operational licences have been officially terminated,
She explained that the revocation, effective from August 13, 2025, was approved by the State Executive Council as part of an education reform agenda aimed at “ensuring quality assurance, standardisation, and effective regulation of teaching and learning across Katsina.”
The directive follows a sensitisation exercise held with stakeholders on June 2, where the ministry unveiled a new policy framework for managing private and community schools.
As part of the changes, proprietors are now required to reapply for licences under revised application, registration, annual renewal, and school upgrade fees. Schools must submit payment receipts to the Department of Private and Community Schools on or before September 30, 2025, with payments made exclusively through the state’s single treasury account.
While schools are permitted to continue normal operations during the transition, Musa-Musawa warned proprietors against arbitrarily increasing tuition fees. “The revised fees must not lead to an increase in school fees without explicit approval from the ministry, as stipulated in the new policy,” she emphasised.
She reassured parents and stakeholders that the measure was not punitive but designed to enhance supervision, promote accountability, and safeguard the future of children in Katsina. “This exercise is to ensure the delivery of quality education in line with global best practices,” she added.
Further details, including school categorisation and a breakdown of the revised fees, will be communicated directly to the National Association of Proprietors of Private and Community Schools.
